Settlement and Prudential – Code amendments and changes to levy regulations
The Authority is seeking feedback on a proposal to make a number of amendments to the Electricity Industry Participation (Settlement and Prudential Security) Code Amendment 2013. The proposed amendments would make a number of corrections, clarifications and improvements to the Code amendment that was made in December 2013 and will take effect in March 2015. Most of the further amendments have been identified by the clearing manager as it prepares to implement the Code amendment next year.
The Authority is also seeking feedback on how the costs associated with the new Part 14A of the Code should be recovered from levy payers.
New report released on the Authority’s EMI website: Installed distributed generation trends
The Authority’s Electricity Market Information (EMI) website (www.emi.ea.govt.nz) provides access to data, market performance metrics, and analytical tools. The Authority is continuing to refine the EMI website, and to add new content. A new report is now available that allows users to look at installed distributed generation (DG) ICPs from September 2013 when DG fields were included in the registry. The report allows users to investigate ICP counts, ICP uptake rates, and combined capacity by fuel type and connection capacity for various regions and market segments. As with other retail reports, the Authority releases each month’s statistics after the 10th business day of the following month.
Like all reports on EMI, users can adjust the parameters to customise the report and investigate the data. The data is also available for download. The Authority is aware of some data integrity issues with the source data and encourages traders and distributors to ensure ANZSIC codes and DG fields are populated accurately in the registry. For any questions or to provide feedback on EMI please email emi@ea.govt.nz.

Key regulatory projects: work that typically involves addressing key policy issues about the market, and will generally result in significant new Code amendments or involves significant market facilitation initiatives. This work will require significant consultation and engagement with interested parties.
Other outputs: includes implementation projects, other Code amendments and market facilitation measures (including operational projects to enhance consumer participation), post-implementation review work for market development, monitoring, information and education initiatives, market services projects, and compliance initiatives.
Our focus in the 2014/15 work programme is on projects to further enhance retail market competition, reflecting our drive to deliver long-term benefits to consumers. Wherever possible we pursue voluntary measures, for example in regard to our new market-making initiatives for the hedge market, the on-going What’s My Number campaign and key aspects of the retail data project.
The Authority intends to make a minor Code amendment that will amend clauses 14.36 and 15.29 of the Code. The amendments will be made without consultation or a regulatory statement as the Authority is satisfied that the amendments are technical and non-controversial. They are required to correct errors in the drafting of a previous Code amendment. The proposed amendments are on the Authority’s website at:
Metering equipment provider (MEP) forum invitation
The Authority is holding a forum for metering equipment providers on Wednesday, 27 August 2014. The forum will start at 9am and finish around 5pm. The venue is Meetings on the Terrace, ground floor, 152 The Terrace, Wellington.
