Request for Proposals for service provider software review


The following market operation service provider agreements between the Electricity Authority (Authority) and NZX Limited, Energy Clearing House Limited, and Jade Software Corporation (NZ) Limited are in effect until April 2016:
  • pricing manager
  • reconciliation manager
  • wholesale information trading system (WITS) provider
  • clearing manager
  • registry manager.
Before that time, the Authority will decide whether to re-tender some or all of these roles or roll the contracts over for a further three years. To inform this decision, the Authority wishes to understand whether these market operation service provider roles, and the information and communication technology (ICT) they use, are likely to be fit-for-purpose beyond April 2016.

The Authority intends to release a Request for Proposals (RFP) on 13 December 2013 seeking proposals to undertake a review of the five market operation service provider roles and their associated ICT.

The RFP documents will be available via the Government Electronic Tenders Service (GETS).

Consultation on amendments to clearing manager invoices 


The Authority made an urgent amendment to the Electricity Industry Participation Code 2010 to increase flexibility in the timing of wholesale electricity market invoicing, when the publication of final prices is delayed.  Although delays to final pricing that would affect clearing manager invoicing are expected to be rare, under the urgent Code amendment if they do occur the issuing of clearing manager invoices and subsequent payments are able to be delayed.  Prior to the urgent Code amendment there was no provision for delaying invoices. For this reason the Authority considers that the changes made by the urgent Code amendment should be made permanent.  

The Authority will consult to obtain participants’ views on changes to the Code that 
a)    allow flexibility for invoicing timeframes if the publication of final prices is delayed
b)    enable the clearing manager, if it receives revised reconciliation information after issuing invoices, to either prepare revised invoices or seek direction from the Authority, depending on when it receives the revised reconciliation information. Consultation starts on 10 December 2013 and submissions are required by 5 pm on 10 February 2014

Nominations for Chair of the Security and Reliability Council


The Authority is calling for nominations for the position of independent Chair of the Security and Reliability Council (SRC). The incumbent, Dr Kevin Thompson, has given notice that he does not intend to reapply for membership on the SRC. As such, a new independent Chair must be appointed.

As Dr Thompson’s term expires on 28 February 2014, the new appointment will be for a three year term ending on 28 February 2017. The Authority intends to appoint the new Chair in early February 2014. At that time, the Authority also expects to make a decision with respect to vacancies for up to two ordinary members of the SRC for which nominations were sought during October and November.

The SRC provides independent advice to the Authority on reliability of supply issues and on the performance of the electricity system and the system operator. The SRC comprises senior members of the New Zealand electricity industry and consumers. The Authority is required to ensure that the members of the SRC have between them appropriate knowledge and experience of the electricity industry to provide advice to the Authority. Nominations and accompanying documents should be emailed to info@ea.govt.nz, with 'Nomination for SRC Chair' in the subject line by 9am on Monday, 13 January 2014.

Retail Advisory Group minutes


The minutes for the Retail Advisory Group meeting held on 20 November 2013 have been published.

Stress test scenarios unchanged for the January-March quarter of 2014


The stress test scenarios previously published on the Authority's website will apply for the January-March 2014 quarter. There is no change from the previous quarter.

The stress-testing regime requires certain participants in the wholesale electricity market to apply a set of standard stress tests to their market position, and report the results to their Board and to the NZX as the independent registrar appointed by the Authority.

Draft determination of causer of under-frequency event on 29 October 2013


The system operator has made a draft determination on the causer of the under-frequency event that occurred on 29 October 2013. The draft determination has been published on WITS and the system operator’s website Submissions on the draft determination should be forwarded to the system operator at market.services@transpower.co.nz by 5pm on Friday, 20 December 2013.

Retail Advisory Group – options paper on domestic contracting arrangements

The Retail Advisory Group (RAG) is seeking feedback on options for addressing issues with the operational effectiveness of domestic contracting arrangements. Started: 05/11/2013, Ending: 17/12/2013 5pm
 

Transmission Pricing Methodology: Avoided cost of transmission payments for distributed generation

The Authority is consulting on the working paper on avoided cost of transmission payments (ACOT) for distributed generation, which sets out to understand the efficiency implications of any changes to the TPM in relation to ACOT payments. Started: 19/11/2013, Ending: 31/01/2014 5pm
 

An operational review of Part 6 of the Code - second consultation

The Authority is undertaking a second consultation on the operational review of Part 6 of the Code.  Part 6 relates to the connection of distributed generation.  After consideration of the submissions received on the first consultation paper, the Authority has revised a small number of the proposals and now seeks submissions on these revised proposals.
