Transmission pricing methodology: avoided cost of transmission payments for distributed generation


The Authority has released a working paper seeking feedback about the efficiency implications of any changes to the transmission pricing methodology (TPM) in relation to avoided cost of transmission (ACOT) payments. This working paper will inform a second TPM issues paper, which is due to be released in 2014.  Submissions on the working paper are due by 5 pm on 31 January 2014. Note the Authority is also intending in the near future to release a second consultation paper on a simplified process for the connection of small scale distributed generation (part of the operational review of Part 6 of the Code). 

Exemption granted by the Authority


The Authority has granted Contact Energy Limited an exemption from compliance with clause 1(1)(a) of Schedule 10.5 of the Code in respect of providing its initial metering equipment provider audit by 28 February 2014.

The full Gazette notice, including reasons for approval, has been published on the Authority’s website. The exemption came into force on 15 November 2013 and can be found on the exemptions page.

Draft determination of causer of under-frequency event on 17 October 2013


The system operator has made a draft determination on the causer of the under-frequency event on 17 October 2013. The draft determination has been published on WITS and submissions on it should be forwarded to the system operator at market.services@transpower.co.nz by 5pm on Thursday, 28 November 2013.

Proposed amendments to the procurement plan have been approved


On 17 June 2013, the system operator provided the Authority with proposed amendments to the procurement plan. Following consultation by the Authority, the system operator included some minor changes and provided an updated proposal to the Authority on 30 October 2013.

The Authority has approved these proposed amendments, and the revised procurement plan will take effect on 1 December 2013. The majority of the changes proposed by the system operator related to the multiple frequency keeping (MFK) provisions in the existing procurement plan.

Metered data on the FTP site


A collection of metered data files is now available on the Authority’s FTP site – navigate to the ...\Datasets\Wholesale\Metered_data\ - at:  The Authority has traditionally published metered data – or SCADA (supervisory control and data acquisition) data – as part of the centralised dataset (CDS). Such data includes generation by grid injection point, HVDC flows, and active and reactive power by grid exit point. For the months in between the six-monthly publication of the CDS, the Authority has published metered data on a supplementary material page.

As noted in Market Brief on 23 September 2013, the CDS published in October 2013 was the final CDS to be published. Accordingly, the CDS supplementary material page will soon be removed and the FTP site will be the only publication outlet for the metered data.

The Authority is consulting for a second time on an under-frequency management initiative that will require participants to provide fast instantaneous reserves information to resolve data issues. Started: 29/10/2013, Ending: 10/12/2013 5pm.
