Retail Advisory Group paper on domestic contracting arrangements
The Retail Advisory Group (RAG) is examining the operational effectiveness of aspects of domestic contracting arrangements in order to identify and recommend potential alternatives that promote competition in, reliable supply by, and efficient operation of the electricity industry for the long-term benefits of consumers.
The paper looks at options for addressing issues with the operational effectiveness of the domestic contracting arrangements. The RAG will use feedback from participants and consumers to develop advice and recommendations to the Authority Board on these arrangements.
Submissions should be received by 5pm on Tuesday, 17 December 2013.

Arrangements for temporary grid reconfigurations
The Authority has decided to amend Part 12 of the Electricity Industry Participation Code 2010 (Code) to enable Transpower to temporarily remove one or more interconnection assets from service or temporarily reconfigure the grid, if doing so would improve security of supply.
The amendments continue the policy intent of the Code provisions made under urgency in February 2012 and March 2013. They include various minor changes to other clauses in Part 12 of the Code that contain net benefit tests. These changes will ensure that there is consistent drafting in all these clauses. The amendments will come into force on 16 December 2013 once the current urgent Code amendments expire.
The Authority will discuss the arrangements for making temporary grid reconfigurations with Transpower and participants to clarify the expected operation of the arrangements as established by the Code and the outage protocol.

Workshop on extended reserves
The Authority and the system operator completed the extended reserves workshops over the weeks starting 14 and 21 October. The results of these workshops will be extremely useful for the Authority and the system operator in making progress with efficient procurement of extended reserves. The attached document contains all the feedback from the activities following the workshop presentations.

Workshop on compliance with dispatch instructions
The Authority and the system operator invite you to a workshop at the Authority in Wellington from 9:30 - 12:30 on Wednesday, 27 November 2013, to improve operational understanding of dispatch compliance, and discuss the issues related to following dispatch instructions. The system operator will present the operational issues and impacts it faces when dispatch instructions are not followed.

The Authority reminds participants that it is their responsibility to register with the Authority as a participant, and ensure the information they provide for registration is up to date. Failure to register or to update information is an offence under section 31 of the Electricity Industry Act 2010.

Transmission Pricing Methodology: sunk costs working paper
As part of its review of the Transmission Pricing Methodology (TPM), the Authority has prepared the sunk costs working paper to discuss how economic theory defines a sunk cost, and whether sunk costs are relevant to efficient pricing decisions, such as the pricing of electricity transmission services. The Authority has also published a shorter overview paper aimed at non-technical readers.

The Authority is consulting on proposed changes to the system operator’s policy statement that covers key policies impacting industry participants, as required by the Electricity Industry Participation Code 2010.
