Under Frequency Management initiatives – second consultation on data resolution


In March 2013, the system operator and the Authority consulted on an under frequency management initiative, which was about receiving high resolution data from the providers of fast instantaneous reserves (FIR).   In its original form, this data resolution initiative did not demonstrate sufficient net long-term benefits for consumers.  It has been revised to now include a minimum requirement for participants to provide FIR event data.  

The consultation on these initiatives starts on 29 October and submissions are required by 5 pm, 10 December 2013.

Exemptions granted by Authority


The Authority has granted and gazetted four new exemptions, which are listed below.
  • The Authority has granted Contact Energy Limited an exemption (No. 177) from compliance with clause 8(g) of Schedule 15.3 of the Code. 
  • The Authority has granted Accucal Limited an exemption (No. 178) from compliance with clause 24(1)(b)(ii) of Schedule 10.7 of the Code.
  • The Authority has granted Electrix Limited an exemption (No. 180) from compliance with clauses 31(7) of Schedule 10.7 and 2(1)(c) of Schedule 10.8 of the Code.
  • The Authority has granted Transfield Services (New Zealand)) Limited an exemption (No. 181) from compliance with clauses 31(7) of Schedule 10.7 and 2(1)(c) of Schedule 10.8 of the Code.
The full Gazette notices, including reasons for approval for each, have been published on the Authority’s website. The exemptions came into force on 25 October 2013 and can be found on the exemptions page.

Final decision to decline TPM exemption request


The Authority has made its final decision on a request from Transpower for an exemption from obligations in clauses 8 to 26 of Schedule 12.4 of the Electricity Industry Participation Code 2010.  Under these clauses various components of the North Auckland and Northland (NAaN) grid upgrade project are classified as connection assets for an interim period until the NAaN project is fully commissioned.  The request sought to have those components treated as interconnection assets for an interim period. 

The Authority has declined the application because it does not satisfy the requirements in section 11(2) of the Electricity Industry Act 2010 for granting exemptions. This decision was reached through a different approach to that applied in the Authority’s draft decision, and reflects additional information provided in submissions.

Updated centralised dataset


The Authority has updated the centralised dataset (CDS)  and it is now available for download. The CDS provides data on half-hourly metering and pricing, hydrology, and network configuration to assist decision-making on capital investment and the operation of the electricity market.

Retail Advisory Group appointment


The Authority has appointed Alan McCauley as a member of the Retail Advisory Group for a 19-month term from 1 November 2013.

Wholesale Advisory Group's recommendations on pricing in pivotal supplier situations


The Authority has published a paper from the Wholesale Advisory Group to the Authority Board containing recommendations for the Authority to pursue options that would provide:
  • consumers with more confidence about the efficiency of prices during pivotal supplier situations
  • investors with more confidence to charge prices they need to get a return on their last resort plant.

Within-island basis risk


The Authority has published a letter of expectation to the FTR manager following its consultation and decision on a mechanism to help participants manage their within-island basis risk (locational price risk within an island).

Workshop on compliance with dispatch instructions


The Authority and the system operator invite you to a workshop at the Authority in Wellington from 9:30 - 12:30 on Wednesday, 27 November 2013, to improve operational understanding of dispatch compliance, and discuss the issues related to following dispatch instructions. The system operator will present the operational issues and impacts it faces when dispatch instructions are not followed.  We welcome input on issues you would like discussed and if you are interested in giving a 15-minute presentation, email the subject you would like to present.

Transmission Pricing Methodology: sunk costs working paper

As part of its review of the Transmission Pricing Methodology (TPM), the Authority has prepared the sunk costs working paper to discuss how economic theory defines a sunk cost, and whether sunk costs are relevant to efficient pricing decisions, such as the pricing of electricity transmission services. The Authority has also published a shorter overview paper aimed at non-technical readers. Started: 08/10/2013; Ending: 19/11/2013 5pm

Changes to the system operator’s policy statement

The Authority is consulting on proposed changes to the system operator’s policy statement that covers key policies impacting industry participants, as required by the Electricity Industry Participation Code 2010. Started: 22/10/2013, Ending: 19/11/2013 5pm
