Workshop on compliance with dispatch instructions
The Electricity Authority and the system operator invite you to attend a workshop to improve operational understanding of dispatch compliance, and discuss the issues related to following dispatch instructions. The system operator will present the operational issues and impacts it faces when dispatch instructions are not followed.
We also invite participants to submit particular issues they would like discussed - please submit these with your registration. In addition, if you are interested in a 15-minute presentation slot, email us the subject you would like to present.
The workshop will be held at the Authority in Wellington from 9:30 to 12:30 on Wednesday 27 November 2013. Prospective attendees should register by sending their names and company details to compliance@ea.govt.nz with ‘2013 Compliance Workshop’ in the subject line before 18 November 2013.

Consulting on changes to the system operator’s policy statement
The system operator has reviewed the Policy Statement, which covers its key policies that impact industry participants. The system operator has consulted on proposed changes, considered feedback, made changes accordingly and provided the resulting document to the Authority for approval.
The Authority is now consulting on these proposed changes, as required by the Electricity Industry Participation Code. Submissions are due by 5:00pm on Tuesday 19 November 2013.

Scott Hempling presentation
Last week the Authority co-hosted US attorney, regulatory law specialist and adjunct professor at Georgetown University Law Center Professor Scott Hempling. He gave a presentation to Authority stakeholders on ‘Regulation and politics: How well do we manage the mix?’
Professor Hempling also gave a presentation to the Energy Law Association and a keynote speech to the Commerce Commission’s inaugural conference: ‘Competition Matters’.

Within-island basis risk: Summary and response to submissions
The Authority recently consulted on introducing a mechanism to help participants manage their within-island basis risk (locational price risk within an island). The Authority’s preferred option was to introduce Financial Transmission Rights (FTRs) for up to seven new FTR points.
The Authority has published a summary of, and response to, submissions that outline its decision to request that the FTR manager add new FTR points at Haywards, Islington and Invercargill.

TPM: Submissions on the CBA working paper published
The Authority recently published a working paper on its proposed methodology for the cost benefit analysis in the next TPM issues paper. Submissions closed at 5pm on Tuesday 15 October 2013. The Authority received 12 submissions.

Current consultations
Transmission Pricing Methodology: sunk costs working paper
As part of its review of the Transmission Pricing Methodology (TPM), the Authority has prepared the sunk costs working paper to discuss how economic theory defines a sunk cost, and whether sunk costs are relevant to efficient pricing decisions, such as the pricing of electricity transmission services. The Authority has also published a shorter overview paper aimed at non-technical readers.
