Rulings Panel decision
The Rulings Panel has made penalty, compensation and cost orders concerning a formal complaint made against Transpower New Zealand Limited in relation to admitted breaches of clauses 1.3.1.3(a), 1.3.2.4(a) and 1.3.4.7(a) of Schedule G6, and Rule 3.3 of section III of part G of the Electricity Governance Rules 2003 (Rules), and an alleged breach of Rule 4.2 of section III of part G of the Rules.

System operator’s annual review of performance
The system operator has completed its annual review of its performance and provided this to the Authority in accordance with clause 7.11 of the Code. The review covers the period 1 September 2012 until 31 August 2013, one of the busiest ever periods of asset commissioning on the grid.

Transmission pricing methodology: sunk costs
The Authority is seeking feedback on its working paper discussing how economic theory defines a sunk cost, and whether sunk costs are relevant to efficient pricing decisions, such as the pricing of electricity transmission services. This working paper will inform a second issues paper, which is due to be released in 2014. Submissions on the working paper are due by 5 pm on 19 November 2013.

Transmission pricing methodology: cost benefit analysis working paper
In seeking feedback on its proposed approach to cost benefit analysis of the TPM proposal, the Authority has published a working paper discussing best practice to economic cost benefit studies and outlining the proposed methodology for the cost benefit analysis in the second issues paper.
