Annual Report 2012/13


The Authority’s Annual Report for 2012/13 has been published and was tabled in Parliament last week. Hard copies of the Annual Report are available on request by emailing info@ea.govt.nz.

Transmission pricing methodology: approach to progressing static reactive support


In July 2013 the Electricity Authority announced that it was considering advancing work on a new charge for static reactive support (SRS) ahead of its package of transmission pricing policy changes. The concept of a charge for SRS was previously signalled by the Transmission Pricing Advisory Group. Introducing such a charge was intended to encourage parties to invest in equipment to manage their reactive power use.

The Authority has decided not to advance an SRS charge separately at this time. This is because upward trending power factors suggest that management of reactive power has improved.  This improvement has reduced the net benefit of bringing forward work on the SRS charge such that the net benefit no longer offsets the disruption it would cause to the Authority’s work on the overall transmission pricing package.

Planned outage co-ordination protocol – public view


Planned outage co-ordination protocol (POCP) is provided by the system operator and is a platform for market participants to share information with others about planned outages. In response to the Authority amending clause 13.2 of the Code, from 1 October 2013 POCP data will be readily available to the public through a new POCP-public application. 

Appointment of investigator


On 19 September 2013, the Compliance Committee appointed an investigator to investigate breaches of clauses 13.58A(1)(h) and 13.58A(2)(g) of the Electricity Industry Participation Code 2010 by Transpower New Zealand Limited as the system operator.  In preparing the price-responsive and non-response schedules, the system operator did not use information from Meridian Energy Limited as an ancillary service agent about instantaneous reserves procured under the procurement plan.

Security and Reliability Council


The Board of the Authority very reluctantly acknowledged Terrence Currie’s resignation from the Security and Reliability Council (SRC). Mr Currie’s knowledge, experience and understanding of the strategic issues relating to system operations and system reliability, and the consumer perspective that he has provided, have been of great value to the SRC since its establishment in March 2011. The SRC will meet for the last time this year on 18 October. The Authority will shortly seek nominations to fill the vacancy created by Terrence Currie’s resignation, together with nominations for the positions that will become available when the term of some other SRC memberships expire in March 2014.

Part 10 implementation: revised guidelines for reconciliation participant and distributor audits

The Authority is seeking feedback on the proposed amendments to the guidelines for reconciliation participant and distributor audits. Started: 27/08/13; Ending: 08/10/13, 5pm.

Transmission pricing methodology: cost benefit analysis working paper

In seeking feedback on its proposed approach to cost benefit analysis of the TPM proposal, the Authority has published a working paper discussing best practice to economic cost benefit studies and outlining the proposed methodology for the cost benefit analysis in the second issues paper.   Started: 03/09/2013; Ending: 15/10/2013 5pm

2014/15 Appropriations, Authority Work Programme and EECA Work Programme

The Electricity Authority and Energy Efficiency and Conservation Authority (EECA) have released a joint consultation paper on the proposed 2014/15 annual appropriations and their respective work programmes. Started: 10/09/2013; Ending: 22/10/2013 5pm
