Within-island basis risk – request for information on cost of participation
The Electricity Authority (Authority) is considering the potential expansion of the financial transmission rights (FTR) market to a multi-node market. Prior to making any decision on the possible expansion, the Authority would like to gain a representative sample of participant set-up and on-going costs of participating in the current two node FTR market, and subsequent potential expansion into a multi-node market.
The Authority has requested relevant cost information from existing participants in the FTR market, and would also like to gain an insight from parties who may be considering entering the FTR market in the future.
The Authority would be grateful to any party who wishes to provide cost information.

2014/15 appropriations and work programmes (Authority and EECA)
The Authority and the Energy Efficiency and Conservation Authority (EECA) have released a joint consultation paper on the proposed 2014/15 annual appropriations and their respective work programmes. The paper covers all Authority appropriations and those EECA activities that are funded by the levy on industry participants.
In addition to appropriations information, the consultation paper seeks input on:

EECA’s proposed levy-funded electricity efficiency priorities for 2014/15.
The appropriation consultation period commences on 10 September and submissions are due by 5 pm, 22 October 2013. Submissions on the Authority’s work programme should be sent to the Authority and submissions on EECA’s work programme should be sent to EECA.
Each organisation will use the results of this consultation process to provide input for the Treasury-led Estimates of Appropriations (Government Budget) and their Statements of Intent, which are to be published after Budget day (usually in mid-May).

Removal of the in-band frequency keeping constrained on and off compensation
The current method for selecting the frequency keeper does not always allow the lowest priced provider or providers to be selected. The Authority is proposing a Code amendment to address this issue.

Transmission pricing methodology: cost benefit analysis working paper
In seeking feedback on its proposed approach to cost benefit analysis of the TPM proposal, the Authority has published a working paper discussing best practice to economic cost benefit studies and outlining the proposed methodology for the cost benefit analysis in a second issues paper, which is due to be released next calendar year.
