Part 10 transition finishes midnight 28 August 2013
The transition phase of the Part 10 implementation project is progressing according to plan and is scheduled to finish at midnight on Wednesday 28 August 2013. The registry has been upgraded to meet the new Part 10 requirements and was made available to all registry users on Wednesday 21 August 2013. The moratorium on the switching of sites in the registry and the disconnection of vacant properties remains in place until midnight on Wednesday 28 August 2013.

New Part 10 – urgent Code amendment
The Authority has made a minor technical amendment to Schedule 11.4, to ensure that installation control points (ICPs) with AMI are able to be readily switched between all traders. The amendment does not require any changes to be made in the registry.
The urgent amendment will come into effect together with the new Part 10 on 29 August 2013 and will last for nine months. This issue will be permanently addressed in the Authority’s project to review the half hour meter switching rules, expected to commence shortly.

The Authority is seeking feedback on the proposed amendments to the guidelines for reconciliation participant and distributor audits. Submissions close at 5pm on Tuesday 8 October 2013.

Dispatchable demand information published
A briefing to interested parties on the Authority’s dispatchable demand project was held yesterday. The Authority has published the briefing papers and other information of interest to potential users of dispatchable demand on its ‘Preparing for dispatchable demand – information for participants’ webpage.

Call for interest in a dispatchable demand user group
The Authority is calling for registrations of interest to join a dispatchable demand user group. The user group is open to any potential user of dispatchable demand, either on their own behalf or for clients. The purpose of the group will be to support potential users in deciding whether to use dispatchable demand, and to support their preparations by facilitating information flows and interactions between users and the Authority, the system operator and WITS manager.
The terms of reference will be agreed by those involved. This new wholesale market feature for electricity purchasers is expected to be available from 15 May 2014.

Modified design of dispatchable demand
The Authority is seeking feedback on a proposal to amend the Electricity Participation Code 2010 to implement a modified design of the dispatchable demand regime. The proposed dispatchable demand regime is expected to enhance competition in the spot market as it allows demand-side participants to compete against generators for dispatch and for setting final prices. The regime should also enhance the efficiency of the electricity industry for the long-term benefit of consumers.

Removal of the in-band frequency keeping constrained on and off compensation
The current method for selecting the frequency keeper does not always allow the lowest priced provider or providers to be selected. The Authority is proposing a Code amendment to address this issue.
