Updated Centralised Dataset DVD


The centralised dataset (CDS) has been updated and the April 2013 DVD has been released. It provides data on half-hourly metering and pricing, hydrology, and network configuration to assist decision-making on capital investment and the operation of the electricity market.

Draft determination of causer of under-frequency event on 4 April 2013


The system operator, Transpower, has made a draft determination on the causer of the under-frequency event on 4 April 2013 and published it on the Wholesale Information and Trading System (WITS). Submissions on it should be sent to the system operator at market.services@transpower.co.nz by 5pm on Monday, 20 May 2013.

FTRs not to be disclosed on hedge disclosure website


The Authority would like to clarify that Financial Transmission Right (FTR) holders are not required to disclose their FTR transactions on the electricity hedge disclosure website.  Participants’ FTR holdings will be publicly viewable on the FTR register maintained by the FTR manager. Daily settlement prices and other relevant information will be on the FTR clearing website maintained by the clearing manager.

Under Frequency Management (UFM) Consultation - Workshop


In their submissions to the UFM consultation, some submitters suggested a workshop would be useful to resolve some of the ambiguities that they believe exist, mainly regarding the proposed higher metering resolution, and the assumptions made in the cost benefit analysis.  The system operator and the Electricity Authority would like to invite all interested parties to an UFM workshop, at Transpower House, Thursday, 06 June 2013 starting at 10 am. Please e-mail conference@ea.govt.nz with UFM workshop in the subject line to indicate your attendance and the number of persons attending, by Friday, 24 May 2013.

Removal of technology specific references from frequency keeping provisions


The Authority is consulting on proposed amendments to Part 1 and Part 13 of the Electricity Industry Participation Code 2010 (the Code) to remove technology specific references from the Code.  This would have the practical effect of enabling participation in the frequency keeping market by demand-side participants and other non-generators.

Submissions close 21 June 2013 at 5pm.

Consultation on changes to allocation of constrained-on and -off amounts to system operator


The Authority is proposing to remove the provision in the Code requiring the system operator to pay for constrained-on and constrained-off amounts.  The Code would instead require the clearing manager to identify and publish constrained-on and -off amounts associated with the system operator exercising discretion to depart from the dispatch schedule.  
 
The consultation period is six weeks and submissions will close at 5pm on Tuesday, 25 June 2013.

Stress test scenarios unchanged for the July-September quarter of 2013


The stress test scenarios previously published on the Authority's website will apply for the July-September 2013 quarter. There is no change from the previous quarter.

The stress-testing regime requires certain participants in the wholesale electricity market to apply a set of standard stress tests to their market position, and report the results to their Board and to the NZX as the independent registrar appointed by the Authority.

Extension to Part 10 effective date


Decision paper on the proposal to extend the Part 10 effective date


A paper providing the Authority’s reasons for extending the effective date of the new Part 10 metering arrangements from 6 June 2013 to 29 August 2013 has been published.  The paper includes a summary of submissions with the Authority’s response.

Updated timetable for Part 10 registry user acceptance testing


The timetable for industry user acceptance testing (UAT) of the Part 10 registry has been updated to align it with the new Part 10 effective date of 29 August 2013.

Transition to the new Part 10 arrangements


Industry arrangements to transition to the new Part 10 are being reviewed to align with the 29 August 2013 effective date. An updated Part 10 Participant Transition Plan will be published shortly.  The registry outage to deploy the Part 10 software changes and migrate existing registry data is now scheduled from cob Friday 16 August 2013 to cob Wednesday 21 August 2013.  The Authority asks participants who will be transitioning systems to the new Part 10 arrangements, and are affected by the Participant Transition Plan, to email primary and secondary contacts for the transition to marketoperations@ea.govt.nz by 31 May 2013. The Authority will establish a team to facilitate communication leading up to and through the Part 10 transition phase.  The first meeting of the transition team will be schedule for mid June 2013.

Reporting of participant readiness for the new Part 10


The Authority requests that participants who are affected by the new Part 10 arrangements report to the Authority their readiness to meet 29 August 2013. 
The Authority will publish summary information provided by each participant.

Arrangements are also in place with the Data Clean-up Technical Group (DCTG) to report fortnightly and monthly to the Authority on the progress of data clean-up activities required to ensure data is of sufficient quality to be added to the registry.

Wholesale Advisory Group membership


John Carnegie, Bruce Rogers, Richard Spearman (all existing members) Chris Jewell and Alan Eyes (new members) were recently appointed to the Wholesale Advisory Group for a two-year term beginning 1 June 2013.

Retail Advisory Group membership


Nathan Strong, Sue Chetwin (both existing members) and Ewan Gebbie (new member) were recently appointed to the Retail Advisory Group for a two-year term beginning 1 June 2013.

Reminder to Directors: Disclosure of information about quantity of electricity sold by connected retailers


The Authority reminds directors of distributors that, under section 88 of the Electricity Industry Act 2010 (Act), they must ensure that the distributor discloses the quantity of electricity sold each financial year by connected retailers to customers who are connected to its local network.

The disclosure must be made in a statement to the Authority within two months after the end of the financial year and must be publicised by both the Authority and the distributor.  Under section 73 of the Act, “financial year” means a period of 12 months ending on 31 March.  

Submissions on advisory group review


Submissions on the consultation ‘Review of advisory group administrative arrangements’ have been published. The Authority received eight submissions.

Reminder: Participant registration and information update


The Authority reminds participants that it is their responsibility to register with the Authority as a participant, and ensure the information they provide for registration is up to date.

Failure to register or to update information is an offence under section 31 of the Electricity Industry Act 2010.

Options for increasing consumers’ propensity to compare and switch retailers

The Retail Advisory Group is considering options for promoting retail competition by increasing consumers’ propensity to compare and switch retailers. The project’s purpose is to identify actions the Authority might take after 30 April 2014 to increase consumers’ propensity to compare and switch retailers. Started: 9/4/2013. Ending: 4/6/2013, 5pm.

Review of domestic contracting arrangements: issues paper

The Retail Advisory Group is seeking feedback on issues relating to the operational effectiveness of the domestic contracting arrangements, so it can identify specific issues to be addressed. Started: 16/4/2013. Ending: 11/6/2013, 5pm.
