Business awareness and switching growing
The number of New Zealand businesses checking their electricity offerings on the Authority’s specialist online tool has been growing steadily since its launch last year. The tool for small-to-medium sized business was developed in conjunction with SwitchMe Ltd following the successful launch of the Authority’s What’s My Number campaign for households. Data from the business tool launch on 6 July 2012 up until 18 February 2013 shows:
• The online tool has had 11,650 visits (some of these are residential consumers)
• Just under 1460 businesses have submitted requests for proposals via the online tool
• 1279 requests and tenders have been completed; the remainder are pending
• Of these 499 have chosen one of the offers – 39% of completed tenders
• Each business has received an average of 4.4 responses from retailers to their request
• On average there has been a 25.3% spread between the lowest price and highest price offered.

Transmission pricing methodology Q&A workshop
The Authority held a questions and answers workshop on 7 February 2013 about its transmission pricing methodology proposal. The Authority’s presentation and details of the submitted questions, along with the Authority’s responses, have been published.

Part 10 implementation: feedback on draft Participant Transition Plan
The Authority is seeking feedback on industry arrangements to transition to the new Part 10 of the Electricity Industry Participation Code 2010. Feedback can be provided to marketoperations@ea.govt.nz by close of business Friday, 22 March 2013.

A summary of submissions on a wholesale market information disclosure obligations draft Code amendment consultation paper has been published. As was outlined in the consultation paper, a set of guidelines is being developed and is expected to be released shortly.

Transmission pricing methodology review; issues and proposal
The Authority is reviewing the transmission pricing methodology (TPM), which specifies the method for Transpower to recover costs of providing transmission services. Started: 10/10/2012. Ending: 1/3/2013, 5pm.
Electricity Information Exchange Protocols (EIEPs): decisions and further consultation
The Authority has released a consultation paper to notify participants of the Authority’s decision to confirm a number of revisions to terminology, definitions and field attributes used in the EIEPs. Started: 5/2/2013. Ending: 22/3/2013, 5pm.
Loss factor methodologies
The Authority has released a consultation paper relating to losses of electricity in distribution networks. The paper contains proposals to publish and monitor updated guidelines on the calculation and the use of loss factors, and to amend the definition of ‘losses’, the use of ‘losses’ and the use of related definitions in the Electricity Industry Participation Code 2010.
