Monitoring of market outcomes during pole 3 commissioning


The Authority will be taking a close interest in the market outcomes that occur during the commissioning of HVDC pole 3, due to begin on 16 February.  

Transpower is to be commended for adopting a contractual approach to achieve the HVDC transfer levels required to conduct some of the pole 3 commissioning tests.  The approach is innovative and the Authority is evaluating its applicability as a model for future commissioning projects.

While it has every expectation the contractual approach will be a success, the Authority will closely monitor its efficiency and effectiveness and is prepared to intervene if there are problems that delay the commissioning programme and the alternative is in the long-term benefit of consumers.

Security and Reliability Council call for nominations


The Authority is calling for nominations for three members for the Security and Reliability Council (SRC).  The three vacancies on the SRC arise from the expiry of initial 2-year terms but the new appointments will be for 3-year terms.

The SRC provides independent advice to the Authority on reliability of supply issues and on the performance of the electricity system and the system operator. It comprises senior members of the New Zealand electricity industry, including consumers.

The Authority intends to appoint the new members by 16 April 2013, before the first meeting for the year on 13 May 2013. Nominations should be emailed to info@ea.govt.nz  with 'Nomination for SRC members' in the subject line by 5 pm on Wednesday, 13 March 2013.

Under frequency management initiatives and changes to the procurement plan: consultation


The Authority has published a consultation paper on under frequency management initiatives and changes to the procurement plan, which proposes operational changes to the way the system operator manages under-frequency events.

The Authority is intending to reduce the reserve management tool simulation time, and to better improve the modelling of interruptible load trip times and the generator response.

In addition, the Authority proposes changes to the ancillary services procurement plan, which implements some of the changes to provision of higher resolution event data by fast reserve providers.

The paper also seeks views on the longer-term initiatives relating to instantaneous and sustained reserves.

Submissions are due by 5pm on 27 March 2013.

Participant registration and requirement to update information


The Authority reminds participants they are required to register with the Authority as a participant and ensure the information provided for registration purposes is up to date.

Failure to register or to update information is an offence under section 31 of the Electricity Industry Act 2010.

Part 10 implementation


Registry training for metering equipment providers

The Authority is holding a registry training course for metering equipment providers (MEPs) on Monday, 18 February 2013 in Christchurch, and on Wednesday, 20 February 2013 in Auckland, from 9am to 4.30pm. The course will provide an overview of the registry and its new MEP functionality, and is intended for people who may become MEPs, or their agents, under the new Part 10 of the Electricity Industry Participation Code 2010 (Code).

The course will cover an overview of registry operations, interfaces and security, as well as the new MEP role and switching process.
Prospective attendees should register by sending their details and the course they would like to attend (i.e. Christchurch or Auckland) to conference@ea.govt.nz with 'Part 10 registry training for MEPs' in the subject line by 5pm on Tuesday, 12 February. Numbers will be limited.

Test registry available for participants’ system testing

The new Part 10 registry will be available in test mode from 16 January to 22 February 2013 to assist participants to complete their own system testing prior to formal user acceptance testing (UAT) of the new Part 10 registry. Information on how to access the test environment and notify any issues has been provided directly to Part 10 project contacts. If you have not received this information, please contact marketoperations@ea.govt.nz.

Decision not to take further action on breaches by the market administrator


On 30 January 2013, the Compliance Committee considered a report and made a decision on breaches of the Code by the market administrator.

Developing guidelines for a modified clause 13.2: workshop


The Authority is holding an industry workshop to develop a guideline to assist market participants with understanding the application of a proposed new clause 13.2 in the Code, which covers wholesale market information disclosure requirements.

The workshop will be held at the Authority on Friday, 15 February 2013, starting at 1pm and ending at 3pm. It has been scheduled for the same day as the Regulatory Managers and Consumer Representative meeting.

Anyone wishing to attend the workshop should email conference@ea.govt.nz, with ‘Clause 13.2 Workshop’ in the subject line.

We suggest those intending to take part in the workshop prepare case study examples of situations which they wish to have considered at the workshop.

People who register for the workshop will be sent a ‘straw man’ guideline later this week.

Transmission pricing methodology review; issues and proposal

The Authority is reviewing the transmission pricing methodology (TPM), which specifies the method for Transpower to recover costs of providing transmission services. Started: 10/10/2012. Ending: 1/3/2013, 5pm.

Proposed Code amendments to the new metering rules and Part 11

The Authority is proposing amendments to the Electricity Participation Code 2010 to address various issues that have been identified in the process of preparing to implement the new metering rules. Started: 17/12/2012. Ending: 15/2/2013, 5pm.

Electricity Information Exchange Protocols (EIEPs) – Decisions and further consultation

The purpose of this paper is to notify participants of the Authority’s decision to confirm a number of revisions to terminology, definitions and field attributes used in the EIEPs. Started: 5/2/2013. Ending: 22/3/2013, 5pm.
