Advanced metering infrastructure data access and nomination of metering equipment provider: Forum

The Authority is holding a forum, on the data access and nomination of the metering equipment provider (MEP) aspects of the Part 10 review project, in Wellington on Wednesday 30 November 2011, between 9.30 am and 1.00 pm.

The purpose of the forum is to get feedback from industry participants and consumers on advanced metering infrastructure (AMI) developments to assist the Authority in considering, and addressing if necessary, issues relating to AMI data access and nomination of the MEP.

Briefing materials and further details of the agenda and location of the forum will be released shortly.

Advisory Group terms of reference: Proposed change

The Authority has published a consultation paper on a proposed change to Advisory Group terms of reference to provide for staggered membership. The proposed change would apply to the terms of reference for the Retail Advisory Group, Wholesale Advisory Group and any future Advisory Groups that may be established.

Submissions are due by 5.00 pm on Tuesday 22 November 2011.

Board Approval of Settlement Agreements

On 19 August 2011, the Board approved settlement agreements for the following investigations:

  • investigation of the clearing manager’s failure to pay on a pro rata basis on 20 August 2010;
  • investigation of Contact Energy’s failure to immediately advise the system operator of a bona fide reason preventing compliance with a dispatch instruction, and
  • investigation of Winstone Pulp International’s failure to immediately revise bids for energy and offers for reserves.

Hedge market information paper: Published

The Authority has released an information paper that describes and explains the Authority’s key decisions regarding initiatives to improve hedge market performance.

This follows submissions on the Consultation Paper published in August 2011 and recent developments with the New Zealand electricity futures market.

Consultation on proposed changes to the clearing manager’s prudential security methodology

The clearing manager has published a consultation paper on proposed changes to the clearing manager’s prudential security methodology. The document proposes a revised prudential security calculation methodology designed to:

  • reduce volatility of assessments;
  • more closely represent actual payer exposure; and
  • adapt the methodology to make it consistent with the upcoming demand-side bidding and forecasting implementation.

The consultation period opened on Friday 21 October 2011 and ends at 9 am on Thursday 17 November 2011.

While the clearing manager is conducting this consultation, the consultation paper; submissions received by the clearing manager; and the clearing manager’s recommendations will be published on the Authority’s website.

The consultation paper will be available shortly.
