Hedge market development

The Authority has released a situation update on the development of an active market for exchange-traded electricity contracts. As previously announced, the Authority has been encouraging the large generator-retailers to voluntarily enter into tighter market-making agreements with the Australian Securities Exchange (ASX) in order to achieve more robust forward pricing in ASX NZ Electricity Futures Contracts. The situation update shows substantial progress has been made with tighter spreads and larger volumes now occurring on that platform.

Call for suggestions to improve distributed generation connection process

The Authority plans to consult later this year on changes to Part 6 of the Electricity Industry Participation Code 2010 (Code), including improved monitoring of distributed generation. Part 6 of the Code replaced The Electricity Governance (Connection of Distributed Generation) Regulations 2007, with effect from 1 November 2010.

The Authority invites stakeholders to suggest matters that could be included in the consultation. To assist with this, the Authority has released a pre-consultation paper explaining the background, scope of the review and items already planned for inclusion in the formal consultation.

Consultation on stress testing regime

The proposed stress testing regime has been revised in response to concerns raised in submissions on the consultation paper entitled ‘Scarcity Pricing Arrangements - Code amendments consultation paper’, published on 26 July 2011.

Although the revisions are refinements to the original proposal, the Authority is aware many parties held strong views on the proposed stress testing regime. The Authority is therefore providing an additional opportunity for interested parties to provide their views on the refinements which are contained in the consultation paper available at:

‘What’s My Number’ campaign tracking surveys published

In addition to an annual national survey, the Authority is conducting periodic tracking surveys to monitor the effectiveness of the What’s My Number campaign.

The Authority conducted a tracking survey prior to the campaign launch in May 2011 and another one seven weeks into the campaign in July 2011.

Part 10 consultation forum

A forum on the current Part 10 consultation is being held on Tuesday 18 October 2011 at the Electricity Authority in Wellington, commencing at 9.30am.

The purpose of the forum is to assist participants prepare their submissions by discussing the technical changes from the initial Part 10 proposal presented in June 2010. Access to AMI data, nomination of the MEP and implementation matters will be discussed in future forums.

Retail Advisory Group: Appointment
The Authority has announced the appointment of Ross Parry (nominated by Genesis Energy) to the vacancy on the Retail Advisory Group. The appointment starts from the next meeting of the group on Friday 14 October 2011 and is for a term of two years.

Transmission Pricing Advisory Group (TPAG): Memo on Biggar Review published

The Authority received a memo from Meridian concerning the independent review by Dr Darryl Biggar of TPAG’s Discussion Paper of 7 June 2011.

Although the Authority has not called for submissions on the independent review, it has decided in the interests of transparency to publish the memo.

Rio Tinto parties’ 2010/2011 annual wash-up notification

Under clause 16.7 of the Code, each Rio Tinto party must, within 90 days of the end of the financial year, advise the Authority whether any acts or omissions have occurred during that financial year that may have been in breach of certain parts of the Code. Further details are available at

  • Consultation on criteria for assessing alignment against the Information Disclosure Guidelines and Pricing Principles
    The consultation paper presents the Authority’s review of the pricing methodologies of a representative sample of distributors, proposes refinements to the guidelines, and sets out initial criteria for assessing alignment with the pricing principles.
