DSBF Implementation Forum
The forum on demand-side bidding and forecasting (DSBF) implementation will be held in a conference room at the Wellington Town Hall on Wednesday 12 October 2011. The agenda is available at:

System operator consultation on revised Emergency Management Policy
The system operator has published a revised draft of an Emergency Management Policy (EMP) which it is required under section 7.8 of the Code to submit to the Authority for approval within a year of the Code coming into effect.
The EMP describes the steps that the system operator will take, and encourage participants to take, during an extended emergency such as an extended dry sequence or an extended period of capacity inadequacy. The EMP is incorporated into the Code by reference.
The system operator is required to consult relevant stakeholders before submitting their final draft to the Authority by 31 October 2011. The system operator has made their proposed draft available for submissions at:

The Authority encourages interested parties to make submissions on this draft in order to facilitate the Authority’s subsequent review and approval process. Submissions should be made to the system operator by 21 October 2011. The system operator will provide the Authority with copies of all of the submissions that they receive.

System operator annual self review
The system operator is required to provide the Authority with an annual review and assessment of its performance in carrying out its functions including those identified in the policy statement, the security of supply forecasting and information policy, emergency management policy and the service provider agreement. The latest review, for the year ending 31 August 2011 is now available at:
The Authority undertakes and publishes its own review and assessment of the system operator’s performance taking regard to this self-review. Industry participants and stakeholders may submit their views on the performance of the system operator to the Authority at info@ea.govt.nz as part of this review process.

Consultation on more standardisation
The Authority has published a short consultation paper on more standardisation of distribution arrangements. The consultation paper contains a clarification of certain aspects of the prudential proposal set out in the August consultation paper, and also seeks submissions on a proposed change to the distributor indemnity proposal. The consultation paper is available at:

Settlement and prudentials: Information sheet
The Authority has published an information sheet entitled ‘Lodging a Hedge Settlement Agreement with the Clearing Manager’.
This may be of interest to participants in the Wholesale Market who negotiate hedging arrangements with other participants, and who wish to lodge those hedging agreements with the Clearing Manager in order to reduce the amount of prudential security they are required to provide.

The Whirinaki outage and testing programme for the period 1 October 2011 to 30 September 2012 has been published and is available at:
Rio Tinto parties’ 2010/2011 annual wash-up notification
Under clause 16.7 of the Code each Rio Tinto party must, within 90 days of the end of the financial year, advise the Authority whether any acts or omissions have occurred during that financial year that may have been in breach of certain parts of the Code.

Consultation on criteria for assessing alignment against the Information Disclosure Guidelines and Pricing Principles
The consultation paper presents the Authority’s review of the pricing methodologies of a representative sample of distributors, proposes refinements to the guidelines, and sets out initial criteria for assessing alignment with the pricing principles.
