Andrew Doube
Andy leads the Authority’s Market Policy group. The group is responsible for developing policy across the electricity markets to enhance competition for the long-term benefit of consumers.
The group is also responsible for data management, modelling and the Electricity Market Information website.
Andy has extensive experience in public policy focussed on economic development of regulated sectors. He has held management and policy-director roles across agriculture, fishing, mining and petroleum, building, and immigration sectors. Andy has led large complex areas of work and is skilled in managing contentious engagement with diverse and competing interests.
Before joining the Authority, Andy was a Policy Director at the Ministry of Business, Innovation and Employment.
Andy holds a Master of Arts degree and a post graduate qualification in economics.
Peter Kerr – General Manager, Legal, Monitoring and Compliance (Acting)
Peter Kerr
Peter leads the Authority’s Legal, Monitoring and Compliance teams. He has been with the Authority for just over a year but has more than 15 years compliance and enforcement experience in New Zealand and Australia.
The legal team provides in-house legal services for the Authority, while the compliance team is responsible for monitoring, investigating and enforcing compliance with the Code, the Electricity Industry Act and various regulations.
The compliance team also undertakes market-facilitation measures to improve compliance, and identifies areas of the Code that may need change as a result of compliance work.
The monitoring team is responsible for monitoring market performance on an ongoing basis to make sure market improvements are taking place according to our statutory objective and to evolve the Code.
Tim Sparks – Director, Network Pricing Directorate
Tim Sparks
Tim leads the Authority's Networking Pricing Directorate, responsible for improving price signals for the distribution and transmission segments of the electricity 'supply chain'.
Pricing affects how consumers use electricity, and is a key mechanism for achieving an optimal combination of new technologies, and transmission and network investment in the right places, to service an anticipated substantial increase in load.
Under the Authority's 'Low-emissions energy' sector ambition, Tim is tasked with implementing price signals that facilitate lowest overall cost to consumers, including promoting efficient investment in and operation of energy technology, and demand-side flexibility.
Previously, Tim held roles at Chorus and Optus and provided technical advice to the Authority during the development of the Transmission Pricing Methodology Guidelines.
Joey Au – Chief Strategy Officer
Joey Au
Joey provides strategic counsel to the Chief Executive and translates the Authority’s vision into action to realise its statutory objective and sector ambitions. Ensuring the Board receives the best possible advice, Joey is focused on enabling the Authority and markets to stay ahead of issues, capitalising on opportunities and providing long-term benefits for all New Zealand consumers.
Joey is an economist with extensive public policy experience. Prior to his current role, Joey was Manager, Market Policy and Principal Advisor, Market Performance at the Authority. Before joining the Authority, Joey was Senior Advisor to the Treasury’s Chief Economist, helping to develop and operationalise the living standards framework. Joey has also worked at the Ministry of Business, Innovation and Employment where he developed the Government’s Strategy for Petroleum and Minerals, and led the Review of the Crown Minerals Act.
Joey is a former Committee Member of the Government Economics Network and the NZ Association of Economists and was a Senior Associate at the Institute of Governance and Policy Studies at the Victoria University of Wellington.
Joey holds an BCA(Hons) in Economics.
Sally Aitken - Director, Communications
Sally Aitken
Sally has returned to the Authority to lead the Communications and Engagement function.
The Authority has a critical role to play as New Zealand transitions to a low emissions future. Timely, clear and purposeful communication and engagement will be critical to the impact we have as the electricity regulator.
A seasoned public servant and senior manager, Sally is passionate about making an impact and contributing to improved outcomes for all New Zealanders.
Sally has extensive experience as a leader, communications professional and strategic advisor having worked in immigration, education, agriculture, economics, electricity and health.
Sally is delighted to be back working at the Authority.
