The Commission maintained the Rulebook and was responsible for ensuring participants complied with regulations and rules.

Rulebook drafting manual

The Rules were delegated legislation made in accordance with the Electricity Act 1992(external link). It was therefore appropriate that minimum standards of drafting were met before amendments to the Rules were recommended to the Minister of Energy and Resources. Accordingly, the Commission prepared a Rulebook Drafting Manual (obsolete).

The Commission applied the Manual when drafting recommended amendments to the Rules. It was also useful to participants when proposing drafting amendments. The Manual followed commonly accepted legislative drafting principles, with modifications to ensure that it was tailored to the particular technical requirements of the Rules. It was divided into four parts: Planning, Drafting Style, Formatting and Checking.
