The Retail Debt Deferral Scheme (Scheme) was a targeted and a temporary arrangement to protect retail competition from the initial shock presented by the first COVID-19 lockdown. 

The Authority consulted with participants on whether there are reasons for the Scheme to remain open until its previously scheduled expiry on 20 February 2021.

The Authority considered the submissions. We have decided that, while the Scheme had served its purpose in insuring against the risk of severe cashflow impacts on retailers due to potential significant and unpredictable increases in customer debt caused by the lockdown, the Scheme is no longer needed. The Scheme closed on 18 November 2020.

We will continue to collect information relating to retailer debt under Section 46 of the Electricity Industry Act 2010 as previously noted.
