2013/14 planning and reporting

The Authority has published its final report against the 2013/14 work programme. The report covers the financial year from 1 July 2013 to 30 June 2014.

The work programme report provides information about all key market development, implementation, monitoring, information, education and compliance projects.

Feedback has been incorporated from consultation on proposed appropriations and work priorities from 24 September 2012 to 2 November 2012.

Refinement of the work programme has also considered more recent developments, including the identification of top priority projects by the Board.

The Authority is flexible and responsive in its management of its work programme. In the normal course of events it is anticipated that reprioritisation will be required during the year, for example as the information available about specific project develops. The Authority will review and update its work programme on a regular basis, and will publish summary reports on progress on a quarterly basis.

On 12 March 2013, the Authority released a consultation paper seeking feedback on draft strategic directions. The consultation closed on 23 April 2013.

On 6 August 2013 the Authority published its strategic directions for market development. The strategic directions form part of the Authority’s strategic framework and have been incorporated in the Authority’s 2013–2016 statement of intent (SOI).

The strategic directions reflect the Authority’s view of the key challenges and characteristics likely to influence the electricity sector in the next 10 years. The Authority’s focus or strategic directions for market development are to develop a workably competitive electricity market by:

• reducing barriers to entry, expansion and exit of parties in electricity markets
• facilitating consumer participation
• providing efficient price signals
• promoting flexibility and resilience into the market and market systems.

The surveys assess public and electricity sector views related to the competition, reliability and efficiency (CRE) limbs of our statutory objective. The results are used in our planning and reporting processes. The questions and survey reports are available on the links below.

The Authority is seeking $0.5 million less than the amount it consulted on. The Authority will seek to make $0.5 million in savings from its own operations to meet the reduced appropriation request.
